Editor's Comment

Despite a flood of submissions after January this year, it is disappointing to note that there are no papers in the refereed Research and Applications Section (peer reviewed) section of LIBRES this issue. Why is this so? It would seem that whilst the name of the journal is spreading, the quality of submissions sent to the journal is not. LIBRES is very keen to promote research and applications in library and information science/studies and appreciates well prepared contributions in this regard.

Nevertheless, the Essays & Opinions section contains three very interesting articles on a variety of topics: digital rights management, information literacy, and library consortia in China. And there is a Book Review on Boyd Rayward's title: "European Modernism and the Information Society: Informing the Present, Understanding the Past".

I continue to marshall the news that I can on matters of relevance to our field. This appears in the "News From Other Journals Section" and the "News and Announcements Section" of LIBRES.

LIBRES is an international refereed electronic journal devoted to new research in Library and Information Science. Libres is distributed through a listserver, and an ftp site. Listserver subscribers are notified of new issues through the distribution of a table of contents to LIBRES, LIBREF-L, and any other e-conferences requesting the service. 

LIBRES is indexed by ISA, LISA, Singapore periodicals Index (SPI) and EBSCO and Scopus.
